Background:
The Paris Agreement, which builds upon and enhances the United Nations Framework Convention on Climate Change, was adopted at the 21st Conference of the Parties (COP21) held in Paris in 2015. As of 2022, 195 Parties have joined the Paris Agreement. Under the Paris Agreement, Parties committed to substantially reduce global greenhouse gas emissions in order to limit the increase in global average temperature to well below +2℃ above pre-industrial levels, and pursue efforts to limit the increase to +1.5℃.
Under Article 13 of the Agreement, the Global Environment Facility (GEF) established the Capacity-Building Initiative for Transparency (CBIT) to support countries in developing technical and institutional capacities for climate transparency.
Capacity-Building Initiative for Transparency CBIT-2 (2024–2027) in Mongolia, implemented by FAO and MECC, aims to strengthen the national systems for enhanced reporting under the Enhanced Transparency Framework (ETF).
Project unit is looking for successful candidates for the following positions:
1. Project Coordinator
Project Title: Capacity-Building Initiative for Transparency (CBIT-2), GCP/MON/11377/GFF
Duration: 20 months
Duty Station: Ulaanbaatar, Mongolia
Application Deadline: 17:30, October 16, 2025
Tasks:
1) Provide overall guidance and organize the daily operations of the project;
2) Ensure implementation of all project results and activities in compliance with Mongolian laws, international treaties and conventions, and intergovernmental agreements of Mongolia, based on the project document and logical framework;
3) Draft, review, formalize, and submit for approval all official documents and legal arrangements required with the Ministry of Environment and climate change, Ministry of Finance, and other relevant institutions;
4) Maintain effective cooperation at both national and local levels, liaise with partner institutions and stakeholders, and support validation of official documents;
5) Ensure timely reporting and financial management in accordance with contractual provisions;
6) Organize and oversee contracts related to project activities, internal operations, and project staff remuneration agreements, and support their implementation;
7) Coordinate, monitor, and track project results and activities;
8) Provide technical support and assessment of consultants’ deliverables and project outputs produced under GEF;
9) Ensure accuracy and reliability of financial reports and monitor financial resources and expenditures;
10) Prepare and submit financial requests, financial and progress reports to FAO on time;
11) Maintain supporting documentation and evidence for each contract to ensure proper use of project budget, and provide such documents to FAO upon request;
12) Lead the implementation of the monitoring, evaluation, and knowledge management plan of the project;
13) Organize seminars and meetings for project monitoring, annual work planning, and budgeting;
14) Support preparation of technical reports, knowledge products, and documentation of best practices;
15) Draft Terms of Reference, contracts, Requests for Proposals, tender documents, and procurement packages, and obtain required technical clearances;
16) Prepare semi-annual, implementation, and financial reports and submit to the Project Steering Committee and FAO;
17) Support organization of mid-term and final evaluations in collaboration with FAO and the Independent Evaluation Office;
18) Inform FAO and the Project Steering Committee of any challenges encountered during implementation and support timely remedial measures;
19) Carry out other related duties as required.
Profile required:
· Advanced university degree (Master’s or higher) in Environment, Agriculture, Climate Change Economic, Law, or International Relations;
· Experience in international project implementation;
· Excellent written and spoken English and Mongolian;
· Proficiency in MS Office and other digital tools;
· Strong planning, organizational, and team-working skills;
· Ability to conduct fieldwork and perform under workload pressure
2. Project Procurementand Administrative Officer
Project Title: Capacity-Building Initiative for Transparency (CBIT-2), GCP/MON/11377/GFF
Duration: 20 months
Duty Station: Ulaanbaatar, Mongolia
Application Deadline: 17:30, October 16, 2025
Tasks:
1) Provide the procurement, financial and administrative support to the project team to ensure implementation of all project results and activities in accordance with the project document, logical framework, Mongolian laws, international treaties and conventions, and intergovernmental agreements of Mongolia;
2) Assist the project team in drafting and monitoring contracts and agreements;
3) Manage financial operations, including budget revisions, expenditure analysis, and preparation of annual budgets;
4) Prepare semi-annual and annual reports, as well as relevant financial reports, in prescribed formats in line with national regulations, FAO, and GEF requirements;
5) Review financial reports and supporting documents submitted by contractors and service providers;
6) Prepare co-financing reports of the project;
7) Draft proposals for budget reallocations and updates for submission to FAO and the Project Steering Committee for approval;
8) Plan and implement all procurement in compliance with Mongolian regulations and FAO rules and procedures;
9) Maintain and update accurate records of procured goods and materials;
10) Monitor day-to-day project operations related to administration, activities, human resources, and assets;
11) Prepare documentation for internal and external audits and resolve procurement-related issues as required;
12) Prepare for and participate in meetings of the Project Steering Committee, Technical Working Groups, and stakeholder consultations;
13) Provide logistical support for domestic and international missions;
14) Perform other relevant duties as assigned.
Profile required:
· Bachelor’s degree in Economic, Finance or Accounting;
· Possession of valid A3-level Mongolian Procurement Certification
· Minimum of 5 years of relevant professional experience, including at least 2 years of stable work experience with international projects/programmes implemented under the framework of cooperation with the Government of Mongolia (advantageous);
· Good proficiency in written and spoken English, strong Mongolian drafting skills for technical and official documents.;
· Knowledge of Mongolia’s public finance and budget legislation, as well as familiarity with international financial guidelines and procedures;
· Strong computer literacy, including use of internet, intranet, and accounting software;
· Ability to work in a team, coordinate tasks collaboratively, and make sound decisions under time constraints;
· Strong skills in drafting, interpreting, and managing official documents (terminology, abbreviations, records management, archiving, etc.), with effective communication and teamwork abilities;
· Strong planning and organizational skills, with proven ability to deliver results efficiently;
· Ability to travel to rural areas and perform effectively under workload pressure
3. National GHG Inventory and MRV Expert
Project Title: Capacity-Building Initiative for Transparency (CBIT-2), GCP/MON/11377/GFF
Duration: 20 months
Duty Station: Ulaanbaatar, Mongolia
Application Deadline: 17:30, October 16, 2025
Tasks:
1) Lead the implementation of all activities listed under Component 2 of the project and provide necessary support for Component 1;
2) Ensure coordination with ongoing enabling activities related to BTR/NC preparation to strengthen capacity building efforts supporting BTR preparation;
3) Ensure all project activities comply with the Operational Partners Agreement, including obtaining required operational and technical clearances from the Budget Holder and Lead Technical Officer (LTO);
4) Develop high-quality training materials aligned with the work plan on GHG inventory and reporting tables, QA/QC processes, sectoral Emission factor methodologies, GHG projections, and other topics to ensure full ETF compliance;
5) Lead collection, analysis, and reporting of adaptation-related information under ETF requirements, support methodologies, indicators and institutional arrangements for tracking adaptation actions under the NDC;
6) Supervise refinement and implementation of monitoring and reporting framework for NDC priority mitigation and adaptation policies and measures;
7) tAssess data gaps, methodological needs and institutional capacities for developing or improving sectoral emission factors in coordination with national stakeholders;
8) Develop and operationalize a mechanism to report and track support (financial, technical and capacity building) for NDC actions, ensuring timely ETF-compliant reports;
9) Provide support in preparing biannual Project Progress Reports and Annual Workplans and Budgets (AWPB), and GEF Project Implementation Review (PIR) reports;
10) Facilitate and participate in FAO upervision/oversight missions andthe Mid-Term Review and Final Evaluation in close cooperation with the PMU;
11) Conduct training and workshops on reporting and data collection methodologies, guidelines and protocols including QA/QC processes;
12) Prepare and publish knowledge products on ETF requirements and procedures in Mongolian to raise stakeholder awareness;
13) Perform any other tasks as required;
Profile required:
· Bachelor’s or higher degree in Environmental Science, Climate Change, Climate and Environmental engineering, Statistics, Mathematics, Computer Science, Data analysis, GHG inventory, or a related field;
· A minimum of 3-5 years of professional experience in GHG inventory development, MRV systems, climate change mitigation or adaptation monitoring, or data analysis.. Experience in international projects and programs implemented in cooperation with the Government of Mongolia will be considered an advantage;
· Excellent written and spoken English proficiency, strong Mongolian drafting skills for technical and official reports.;
· Demonstrated expertise in climate change, greenhouse gas inventory methodologies;
· Strong computer literacy, including proficiency in internet use and internal networks;
· Ability to work in a team, coordinate tasks collaboratively and make sound decisions under time pressure;
· Competence in preparing official documents (using proper terminology, abbreviations and formatting, document management and archiving, and maintaining professional communication;
· Strong skills in planning, organization and high-performance execution;
· Willingness and ability to workin teams and in rural/remote areas, and to handle demanding workloads when necessary.
4. National M&E and Knowledge Management Officer
Project Title: Capacity-Building Initiative for Transparency (CBIT-2), GCP/MON/11377/GFF
Duration: 18 months
Duty Station: Ulaanbaatar, Mongolia
Application Deadline: 17:30, October 16, 2025
Tasks:
1) Lead the implementation of Component 3 ( Knowledge Management): develop knowledge products and tools aligned with ETF requirements, strengthen the ETF portal for knowledge sharing, and build resources to support ongoing capacity development and stakeholder engagement;
2) Review existing M&E systems related to Paris Agreement reporting, focusing on effectiveness for ETF and BTR preparation;
3) Identify capacity-building needs across all project outputs and provide technical support, in collaboration with PMU staff and research and training institutes;
4) Lead training activities (materials, pre/post assessments, and on-the-job follow-up) in close collaboration with the National GHG Inventory and MRV Expert, National Data & Information Management System Digital Specialist and the National Gender Expert;
5) Ensure project activities comply with the Operational Partners Agreement including obtaining necessary operational and technical clearances from the budget holder and lead technical officer;
6) Develop and implement a gender-sensitive communications and knowledge management strategy, in collaboration with the National Project Coordinator and the National Gender Expert.
7) Organize knowledge-sharing events to facilitate exchange of information and best practices.
8) Contribute to project progress and implementation reports;
9) Develop and lead implementation of the project’s M&E plan based on the results framework and indicators, ensuring alignment with national data systems and reporting requirements, in close collaboration with the National Data & Information Management System Digital Specialist;
10) Use results-based monitoring to track progress against baselines and targets.
11) Support the NPC in coordinating project implementation and monitoring with PMU staff and stakeholders;
12) Monitor workplan implementation, expenditures, and progress toward outcomes/ outputs.
13) Monitor implementation of the Gender Action Plan and Stakeholder Engagement Plan.
14) Conduct regular monitoring visits to project sites
15) Provide feedback to the NPC on project strategies/activities and follow up on M&E findings, ensuring corrective actions and adaptive management;
16) Data analyst functions: design indicator dictionaries and metadata; establish data QA/QC protocols; develop/update dashboards and automated reports (e.g., Excel/Power BI/Tableau); support ETL workflows and data integration with national platforms; compile statistics for ETF/BTR chapters; and maintain a transparent audit trail for datasets and methods;
17) Train government and partner staff in M&E and basic data analysis techniques to strengthen capacity and accountability;
18) Collaborate with internal counterparts and external partners to improve the quality and consistency of field M&E and data flows;
19) Perform other relevant duties as required.
Profile required:
· Bachelor’s or higher degree in Computer Science/Information Technology, Mathematics, Data Science, Monitoring and Evaluation, Social Sciences, Environmental Studies, Climate Change, or a related field;
· A minimum of 3-5 years of professional experience in M&E and/or data analysis/data management/knowledge management. Experience in donor-funded projects and programs implemented in cooperation with the Government of Mongolia will be considered an advantage;
· Data analyst skills (required or strong asset): practical experience with statistical or data tools (Excel advanced, Power BI/Tableau, R/Python preferred), SQL/ETL basics, data visualization, metadata/cataloguing, QA/QC, and documentation of methods; familiarity with ETF/BTR/MRV concepts is a strong plus.
· Excellent written and spoken English proficiency, strong Mongolian drafting skills for official documents;
· Strong computer literacy, including proficiency in internet use and internal networks;
· Ability to work in a team, coordinate tasks collaboratively, and make sound decisions under time pressure;
· Competence in preparing official documents (including use of appropriate terminology, abbreviations, and formatting), document management and archiving, and maintaining professional communication and collaboration;
· Strong skills in planning, organization, and high-performance task execution;
· Willingness and ability to work both in teams and in rural/remote areas, and to handle demanding workloads when necessary.
