PROJECT UNIT UNDER THE COP17 SECRETARIAT

Mongolia is set to host the 17th session of the Conference of the Parties (COP17) to the United Nations Framework Convention on Climate Change (UNFCCC) in August 2026 in Ulaanbaatar. In this context, the Ministry of Environment and Climate Change has established a “Project Unit” under the COP17 Secretariat, tasked with developing, implementing, and managing projects aimed at ensuring ecological sustainability, combating desertification, reducing pasture degradation, and promoting forest protection and afforestation.

The Unit’s core functions include developing and implementing projects and programs focused on combating desertification, advancing the goals of the “Billion Trees” national movement, protecting biodiversity, and enhancing carbon sequestration, as well as mobilizing funding from both domestic and international sources.

Additionally, the Unit will support activities aimed at increasing forest resources by reducing forest scarcity and degradation, promoting sustainable pasture management, and ultimately mitigating pasture degradation while enhancing carbon sequestration through project development and financing efforts.

1. Head of the Project Unit

Responsibilities:

• Lead the strategy and operations of the Unit

• Coordinate COP17 and related projects

• Mobilize funding and expand international cooperation

• Ensure alignment and collaboration with government and international organizations

Requirements:

• Over 10 years of experience in environmental policy or climate-related fields

• High-level proficiency in English and strong leadership skills

2. Project Coordinator (Forest Protection and Afforestation)

Responsibilities:

• Plan afforestation and forest protection projects

• Prepare reports and research aligned with the “Billion Trees” national movement

Requirements:

• Over 5 years of experience in forestry or environmental fields

• Degree in forestry or related discipline

• High-level proficiency in English

3. Project Coordinator (Desertification and Pasture Management)

Responsibilities:

• Develop projects to combat desertification

• Implement management practices to reduce pasture degradation

• Organize trainings and consultations involving herders and local communities

Requirements:

• Expertise in ecology, land management, or livestock production

• High-level proficiency in English

4. Finance and Budget Specialist

Responsibilities:

• Develop financial plans and monitor implementation

• Prepare reports for donor agencies and international funding sources

• Ensure compliance with audit and transparency requirements

Requirements:

• Specialization in finance or accounting

• Experience working on international projects

• High-level proficiency in English

5. Project Documentation and Management Specialist (with PMP knowledge)

Responsibilities:

• Prepare project proposals and funding requests

• Plan and manage projects using PMP methodology, including risk management and implementation

• Prepare project reports in accordance with donor requirements

• Support project implementation teams in collaboration with other coordinators

Requirements:

• PMP or project management certification with over 5 years of experience

• High-level proficiency in English
